ALL IN ENERGY CLASS A
"Everyone in class A" Download complete documentand 'a new campaign of Legambiente, which has a precise objective: to raise awareness about the importance of energy efficiency in buildings. We want to make it through a new instrument, the thermography, which allows you to look "through" to show what the buildings are constructed and the problems of thermal insulation. The reasons that led us to propose this new campaign is different.
The first reason 'that the buildings are now responsible for a large slice of the Italian energy consumption. According to estimates by the Ministry of Economic Development, the total weight of the civilian use is about 50% of electricity consumption and 33% of energy totali1, making them responsible for a large part of greenhouse gases. It becomes therefore important to intervene in the construction industry if you want to reverse this situation and reduce CO2 emissions. The European Union has taken this challenge very seriously, since the Directive 2002/91 / EC has introduced specific targets for energy efficiency and the requirement of certification of new buildings (with different classes of membership, from A to the best to G, the one with the worst performance) and in the sale of the existing. Then the EU has gone further with the new Directive 31/201 0, which provides specific steps for a transition "radical": January 1, 201 9, in fact, all new public buildings built in European Union countries, and from 1 January 2021 new private ones, must be "neutral" from an energy point of view, that will ensure stable performance envelope that do not need inputs for heating and cooling must satisfy or through ' contribution of renewable sources. Moreover, this trajectory is clearly inscribed in the objectives that the EU is committed to achieve by 2020 to reduce CO2 emissions and developing renewable sources with binding commitments for all Member States. Legambiente think that Italy has an interest in going down this path. And that is why we urge the Government, Regions and Municipalities in accompanying with clear rules that perspective. There were delays over the years but today the certification of buildings is required by law in Italy but all you have to give certainty to this perspective, gradually improving the energy standards and objectives in order to accompany the prospect for new buildings planned for 2020 and improve performance for existing ones. In this report we point out the outstanding problems of the national legislation, the situation in different regions over the application of the European Directive, the good experiences of some municipalities through building regulations.
The second reason may perhaps seem trivial but is actually very important. Through the key energy and 'can upgrade the buildings in which we live and work to make them less energy-intensive as well as more beautiful, hospitable, healthy. It 'an opportunity that should be considered until the end, and aim to create jobs in their field such as energy conservation and technological innovation, high employment rate and important possibilities for applied research. But this direction of change empowers everyone from government to contractors, designers citizens. That is why the campaign is to check the condition of many public and private buildings around Italy, to explore in the thermographic if they have been designed and built with attention to thermal insulation. Our goal is twofold: to show the advantages of building a "well built" and denounce those facts wrong. It is because today there is no economic or technical reason to prevent all new buildings are designed and constructed to Class A energy performance certificate, or who may rely on the contribution of solar thermal or photovoltaic, geothermal heat pumps or other facilities from renewable sources to arrive at essentially zero energy consumption. During these years, hundreds of buildings were built in Class A and it is shown that the impact on construction cost than a traditional building varies from 50 to 10%. Considering that, on average, the cost of construction in Italy traveling around a 000 Euros per square meter can be seen as having a low impact on the final price of the building and that shows the absurdity of house prices. And to prove, if proof were needed, that this street pay and also the increased attractiveness of the market that have these homes. And that is why it makes sense to complain about too many buildings that continue to be designed and poorly constructed.
The third reason is the need to inform and raise awareness about opportunities for Italian citizens choice. Class A Building today, is not only the prerogative of a few other examples are carried out both in public and private buildings. To choose sustainable energy houses, not just about saving fossil fuels to meet our energy needs, it means giving a new and decisive impulse to the construction market, it means pushing manufacturers to follow the criteria that would allow the Italian families today best investments, means to make a major contribution to the fight against climate change and improve their quality of life in addition to achieving significant savings in electricity bills.
Our aim 'to grow on the information, inform about the possibilities to create buildings of Class A and to restore and rehabilitate degraded many buildings and energy consuming. We want, in fact, push it in the construction industry and in the Italian cities to start a season of profound change and innovation to improve building quality and livability.
In the coming years we will continue to tell and reveal the way in which they were made and the conditions of new buildings, houses and offices, collecting and reporting of citizens in cooperation with many public and private structures that are moving in this direction.
